项目建设内容和规模：西安国际陆港电子商务产业园位于西安国际港务区内，项目主要为国内外各类型电子商务企业及第三方服务型企业提供产业聚集的平台，该项目主要建设内容包括电商企业总部区、运营中心区、电子商务企业生态聚集区、跨境电子商务数据服务中心、电子商务客户金融服务中心、跨境电商孵化中心、电子商务公共服务平台及跨境电子商务人力培训中心等。项目同时为企业提供20万平米的仓库和分拣作业区，5.6万平米的商务服务楼宇。
西安国际陆港电子商务产业园——中小电子商务企业生态聚集区是园区内集电子商务研发、办公、服务、展示、仓储、培训、商务配套、生活配套等综合功能于一体，通过打造商业环境、人才流动、金融支持、综合配套的立体服务模式，致力于成为西北地区首屈一指的中小电子商务创业基地。该项目规划占地100亩，建筑容积率3.0以上，建筑密度不高于35%，绿化率不低于30%，拟建设9栋办公楼、3栋仓库、3栋公寓楼及日常生活购物和餐饮底商配套。办公楼采用5米以上层高，仓库采用1-2层大于5米的层高、3层以上大于3米的层高，方便入驻企业自由组合空间功能，满足创业企业对办公和仓储设施低投入、高利用率的需求。
市场预测与优势分析：2014年3月19日，海关总署批复西安市作为国家跨境贸易电子商务服务试点城市，并确定依托西安国际港务区开展项目运营工作；2014年8月，陕西省商务厅授予西安国际港务区首批“省级电子商务示范园区”。作为“国家级电子商务示范基地”，陕西省、西安市和国际港务区分别出台了专门针对电商行业的鼓励政策，西安国际陆港电商产业园已成为西北地区电商发展的前沿区域。近年来，阿里巴巴、京东、国美、当当网、唯品会等国内众多龙头电子商务企业争相在园区设立西北区域总部，其中，阿里巴巴、京东、国美、百利威、卡行天下已经落户西安国际港务区。
投资估算与效益评估：该项目落成后，预期将引进各类电商相关企业1000余家，预计年创造产值500亿元，项目建成将为各类电子商务企业提供全产业链服务，促进西部电商产业全面发展。

Xi’an International Inland Port E-commerce IndustryPark
Content & Scale：Xi’an International Inland Port E-commerce Industrial Park is located in ITL, and the project provides an industry aggregation platform mainly for various types of domestic and foreign E-commerce enterprises and the third party e-commerce service enterprises. The main content of the construction includes the e-commerce enterprise headquarters district、operation center、e-commerce enterprises ecologic zone、cross-border e-commerce data service center、e-commerce customer financial service center、cross-border e-commerce incubation center、e-commerce public service platform、cross-border e-commerce human training center and etc.. The project also provides 200 thousand square meters warehouse and sorting operation area, and 56 thousand square meters of business services building for enterprises.
Xi’an International Inland Port E-commerce Industrial Park – small & medium e-commerce enterprises ecologic zone combines comprehensive function with e-commerce research & development、office、service、display、storage、training、business facilities、life facilities and etc., from creating a tridimensional service model of business environment、talent flow、financial support、and comprehensive set, the zone is committed to become the foremost small & medium e-commerce entrepreneurship base in Northwest of China. The project plans to cover an area of 100 acres, the building volume rate is surpasses 3.0, the building density is not more than 35%, and the greening rate is not lower than 30%,the project is proposed to build9 office buildings, 3 warehouses, 3 apartment buildings and daily shopping and dining matching. The floor height of the office building is recommended to adopt 5 meters high, and the 1-2 layer height of the warehouse is suggested to surpass 5 meters and the height above the third floor is surpass 3 meters tall to convenient settled enterprises combine space freely, and meet the enterprises’ demand of low investment of business office and warehouse facilities, and the high utilization rate for venture enterprises.
Outlook & Analysis: On March 19, 2014, the General Administration of Customs approved Xi’an to played as a national cross-border trade e-commerce service pilot city and determined to carry out the project operation based on ITL; In Aug. 2014, Shaanxi Department of Commerce awarded ITL as the first “provincial e-commerce demonstration park”. As the "national e-commerce demonstration base", Shaanxi, Xi'an and ITL were separately published encouragement policy for e-commerce industry, and Xi’an International inland port E-commerce Industrial Parkhas become a leading region of e-commerce development in Northwest of china. In recent years, Alibaba、Jingdong,、Gome,、Dangdang、Vip and other domestic leading enterprises are scrambling to set up northwest headquarters in the park, Alibaba、Jingdong、Gome、Boxway、Kaxing world have been settled in ITL.
Estimated Cost &Benefit assessment:After the project is completed, it is expected to introduce more than 1000 various types of e-commerce related enterprises, and the annual value is about 50 billion Yuan. The completion of the project will provide the whole industry chain services for all types of e-commerce business enterprise and promote the comprehensive development of western e-commerce business industry.
